I use an event tap to catch mouse clicks in the Dock, and have had a similar failure reported three times by users and have seen it happen once here. I've been unable to reproduce it or correlate it with anything that's occurring on the machine - the tap seems to just stop sending the events. The only solution I've found is to reboot the machine, after which the problem disappears and, as far as I'm aware, doesn't return.
