As to your question, I have noticed one important difference since 10.8.2. VO works a bit better with key interrupt. For the last few versions of OS X, typing with keyboard echo set to characters, or arrowing, while using any voices other than the Nuance ones, was extremely sluggish. It doesn't seem quite as bad on 10.8.3.
Are the Nuance compact voices still randomly jumping in pitch? Does VO still freeze up for a few seconds when automatically switching activities due to a foreground app change? Is VO still not reading the first focus change after switching to a window where a list has focus? Is the reading of numbers and currency amounts still mostly broken on all non-Apple voices? Are the punctuation filtering bugs still present? Do the punctuation filters sometimes pass text through to the synth that gets misinterpreted as embedded commands? Who knows. Someone will have to try all of this stuff, and then be able to spread the word.
It would be so great if there was accessibility info in the change logs of Apple products, a What's New document for VoiceOver, or even a blog where accessibility-related features/fixes could be announced.

For example when VoiceOver started guessing form fields that was an accidental discovery, and when VO started announcing title attributes and aria-describedby only after a user adjustable delay that is very long by default that was another accidental discovery.
It was suggested via Twitter that I might be able to get an answer on this list so here I am asking :)
