I’m not sure if drag-n-drop is supported in that panel of the System Preferences.  On my application that requires Accessibility access I just launch the application once, which generates the warning, then the application shows up in the list.  The user must then authenticate in the System Preferences and manually put a checkmark on my application.

I’m still using AXAPIEnabled but the new way is to use AXIsProcessTrustedWithOptions.  Bill Cheeseman sent an email to the list on March 22 about it:
