Do you mean inside a text editor? My guess then is that it's either not a styled text field, or the Format menu is missing.
If you mean a Safari-style "scale up and re-wrap the whole UI", I don't think that's a general feature of Mac apps.

What preferences? AFAIK the only font size settings in Yosemite at least (can't boot into XL right now) are those in text editors. If you want to zoom the screen, there's only the Accessibility settings that zoom the entire screen, but I don't think we have font size changing like iOS has it, yet.
