There's no getting to it, as such. You open a file in it with option-cmd-enter on the file, or go to View > Assistant Editor > Add Assistant Editor. In either case, a second file appears in the editor area. You're using VoiceOver, so you'll interact with the Editor, then find the group named for the file you want. Note that choosing a new file in the Project Navigator will change the first editor; to open a file but leave that first one alone (I usually do this to keep my storyboard first in line), I like to use the Recent Files menu. Find it in the Navigation Bar of the group; interact, hit the unlabeled menu button, and there it is.
