Hi Sean,
I can definitely confirm what Chris said. However, as of the latest stable Xcode version (7.3.1) the interaction between VoiceOver for the mac and the simulator exhibit different weird behaviors, can have some performance issues with complex UIs and is not 100% reliable. As a blind developer (thus a VoiceOver user) I’d recommend testing for accessibility using a physical device.
