VoiceOver focus on UICollectionViewCells

I've created a simple app with a UILabel and a UICollectionView with two cells:

I'd expect the focus order to be [label, cell1, cell2] but *sometimes* swiping right from "label" moves focus to "cell2".

Am I doing something wrong?
Is there a workaround?
