macOS: Making custom spoken text honor VoiceOver settings

When I make VoiceOver read text using
NSAccessibilityAnnouncementRequestedNotification, I want it to match the words
read when the user navigates the textview, and honor VoiceOver settings such as
Speak Attribute when text attributes change. Is there a way to check the user
VoiceOver settings, so that I know when to speak attribute changes etc? Setting
the attributed string from accessibilityAttributedStringForRange as
NSAccessibilityAnnouncementKey obviously does not work.
