AFAIK, there are only third party options to accomplish this.
I have seen applications which will perform the task, like PhonePro
but you need a hardware solution to go along with it.

Some modems allow voice, and I think the GeoPorts used to be
able to do this as well.

The difficult bit is getting the hardware to both activate the dial tone
and play sounds. I built a converter by following the directions at:

I would love to find a better solution; if anyone else has one,
please share it with the rest of us.
