Switching the Control Strip ON for "Multiple users" OS 9.0.4

I wondered - do you know HOW I can switch the Control Strip ON for
Multiple Users (Restricted Mode)
under OS 9.0.4 ?

I have tried:

tell application "Control Strip Extension"
launch
end tell

which normally works, but I can get this or find any other way to
switch the Control Strip on
- Multiple users insists on switching it off.

I do not want to enable all control panels.

The best that I have been able to do so far is:

1) Specifically enable the Control Strip Control Panel.
2) Put a copy into a folder labelled Controls, inside the Apple Menu Items

3) Let people open this and choose 'Show Control Strip"

-- But I really want to switch it on automatically !!

Any Ideas, as to how to do this ?
