Open location opening a file

How can I use the "open location" command to open an HTML file on disk? open location "Macintosh HD:filename.html" doesn't work, and if I substitute a slash for the colon, that doesn't work either. I can do:

Open location "file:/Macintosh HD/Macintosh HD/filename.html" but the type and creator determines what app is launched. I want to have whatever browser is set by the Internet control panel launched.
