No, osascript does both :-) The man page doesn't make it clear:

So it makes it clear that it accepts strings (std in) but neglects to
mention that you need to QUOTE the string.
Now, if the help (man) was open, we could just add this as commentary a-la
the php manual ... but that would be smart, and help build a community of
power users: never happen ;-)
