Isn't the integer random number generator supposed to follow the same rules as the real, i.e. generate every value once before repeating?
Consider the case of only two numbers, 0 and 1, or the two sides of a coin. A random number generator following your rule would guarantee that after a heads toss the next drop would have to come up tails.
Would make for bad days in Las Vegas.
