If you've recently upgraded to OS9.1, this snippet from the AppleScript
Sourcebook may explain what's going on:
Mac OS 9.1 updates Apple Remote Access to version 4.0. The old Remote Access
Commands scripting addition is not installed with Mac OS 9.1 because it is
not compatible with Remote Access 4.0. However, it is not automatically
removed when updating from an earlier version of Mac OS...
