It probably has to be done by walking the folders of interest
periodically...it sounds to me as if the risks of relying on folder actions
are too large (folders do close and other stuff happens...like "cleaning
up" the "unwanted" Icon<CR> files).

That said, it should probably also be a folder action to catch the bulk of
the misfiling instances as they happen.
