Yes, it is a shame. Go to the Adobe Web site's request form and log a
request for such a facility.

You don't create a swatch -- you just create a spot. A spot in AI scripting
_is_ a spot color swatch in the UI. It's confusing -- hopefully it will be
clarified one day.
