I know I'm late on this one, but I wrote a time code converter script a while ago. The purpose was different (as you can see from what the conversion options are) but you might find it interesting. It's called "TimeCode Utils" on the ESG Labs snippets page:

It's customizable, so you can set the frame part once you know how many frames per second the movie has. It's also very old and could use some cleaning up, but you know how that goes...
