(":" as alias) has also stopped working

On 05/12/2001, Will Mayall wrote and I quote:

"open for access" appears to have changed its behavior in 9.2.2.

Previously (and as documented), specifying a filename without a path would
open or create a text file in the same directory as the application.

For example, executing the following from the AppleScript Editor would open
a file called Test in the same folder as the editor:

open for access file "Test"

This now returns a -43 (File not found).

I can't find anything which documents this change.

Does anyone know what happened and if there is a fix/workaround?
