If you're talking MacOS < X , then there's a freeware scripting addition called
Graphics Importer OSAX that can do the job:

See the Scale script that comes with it.

And if you're talking about Mac OS X 10.1 or better, then Image Capture Scripting can do what you want. Check out the "Scale Image(s)" script in the Toolbar Scripts collection: <http://www.apple.com/applescript/macosx/toolbar_scripts/>
