After a quick look at the Netscape Communicator dictionary, I would guess
that the answer is something like "you can't use AppleScript to cause
Communicator to do this setup...you MIGHT be able to write suitable lines
into the Netscape Preferences file, but I don't know what else you would
have to do that the first run of Communicator expects to do."

The Netscape Preferences file is just a text file, as are at least most of
the others set up with a new Netscape Profile.
