1) Because decisions were taken ay a higher level to get servers without
regard for this problem.
2) Because Chuq and/or his superiors don't care (officially: "it is a low
priority")
3) Because it's been decided that the fix will consist of enabling styled
text (HTML) when it is safe to do so
4) Because it's not safe to do so yet.
When I have objected in similar terms to yours, JR, I received very rude
and aggressive private emails from Chuq. here's the last exchange:

Chuq is an overstressed functionary who doesn't give a damn about
AppleScript or our problems. Here's a more substantive excerpt from earlier
