Hmmm...

Thinking out loud here:
The first business day on which 5 business days of the month have passed
would be the 8th, 9th or 10th.

If the month starts on : you want:
Saturday Monday the 10th
Sunday Monday the 9th
Monday-Friday the 8th

The first _day_ on which 5 business days of the month have passed would
be two days sooner.

The only thing that screws this up is months with early holidays, like
July in the US.

A small lookup table handles it. Another small one handles holidays.
