"open location" gives -5012 error

I am having a wierd problem with OS 9.1, applescript 1.4.3, Carbon Lib 1.2

My applescript command:
open location "<mailto:email@hidden>" gives a -5012 error.

This was not happening under 9.0.4.

Does anyone know what could be the problem?
