If you are running Mac OS 9.1, the current learning is that you have
probably disabled the several "Security..." items in your Extensions folder.
They are required in order to use any of the commands in the current version
of Standard Additions.

If that isn't the issue, then you should check to make sure you have
Standard Additions enabled in your Scripting Additions folder.
