Network Setup Scripting error

Hi all. I'm on OS 8.6 and am trying to use "Network Setup Scripting" in a
script. I cannot get any code for this app to compile on my machine (I'm
using the correct syntax in a tell block as verified on two other machines).
When I try to open the dictionary, both Script Editor and Scripter lock up
and require a force quit.

Since it's an app, I tried double clicking it in the Finder. I get the error
message: "The application "Network Setup Scripting" could not be openend
because "CfgDatabase" could not be found."

A search of my drives for "CfgDatabase" turned up empty. Any idea what this
is, whether it's really the problem rather than something else, or any other
ideas why I can't use NSS on this system?
