Harvey,

There is a Plug-in for PhotoShop called "PhotoScripter". I makes Photoshop
5+ nicely scriptable. Problem is, it costs about $300 US. Instead, you can
get a shareware app called GraphicConverter for about $35 that is fully
scriptable and lightweight. It will do what you want quickly and easily.
