Just for drill you might want to take a look at the "Network Setup Scripting" application (not an osax) in your Scripting Additions folder. It can also get the RA status and a lot more.

After installing OS 9.1 I'm getting the same error. Interesting side note is some changes appear to have been made in the terminology too.
the Network Setup Scripting application doesn't help either. This certainly breaks a lot of my communications scripts.
