No, it has just never formally been introduced into the
AppleScript world. The primary means of working with
character-codes in AppleScript is thru the ASCII Scripting
Addition commands, and they only accept decimal notation.

I belive that there are third-party osaxen that may accept
hex-notation, (in the form of strings, "$FF"), but these are
outside of the experience of most AppleScript scripters.


What *should* be discontinued in the programming world is
the use of octal notation. If I read one more darn Unix
document that uses octals, I may have to hurt myself. ;-)
