Indeed it does. He said:

"So I'd give the following advice: Be cautious of calling scripting
additions in tell blocks, unless a) you know the behavior of the
target application, b) if that application will already be in the
foreground, and c) if you're only executing the command a small
number of times."

And using display dialog in an application's tell context preceded by an
activate -- which is what Ed suggested and you questioned -- often conforms
to (a), (b) and (c) perfectly.

I'd also be interested to know from Cal or someone else what the situation
is, performance-wise, when the script is a compiled script run from OSA Menu
or an application's script menu.
