That would make excellent sense, since Finder quite likely uses a
well-known method of asking Process Manager for the "next" process, which
seems to be in order by Process Serial Number (where "in order" needs to be
qualified to remove the flag part of the PSN and only use the number part).
I would be surprised if Finder produced the list in some other order.
