The Startup disk control panel is scriptable as from OS 9.1
Here is the dict:
Class application: Startup Disk
Properties:
startup disk alias alias -- Alias to the disk used to start up the
system
startup system folder alias alias -- Alias to the system folder used
to start up the system
netboot boolean -- Set this to true to select the Network Disk, read
it to see if NetBoot is currently selected
localboot boolean -- Write only - set this to true to boot from a
local disk
