"They" already did release it, in 1996. But in 1997 they also issued a short
statement saying that it couldn't really be done right, and it was therefore
frozen as "complete" at that point (meaning that no further work would be
done on it). For some quotes and links (not necessarily up to date), look in
the "Other OSA Languages" section of the "Links" chapter of The AppleScript
Sourcebook.
By the way, MacPerl author Mathias Neerarcher now works for Apple in the
speech technologies department.
