I wrote a scripting addition called "Finger of Death" that does this. It uses
an undocumented system call that I got from some code by Jonathan "Wolf"
Rentzsch. Its available at

As you observe, force-quitting is a bad thing. You want to try a regular "quit"
Apple Event first. "Quit" works even for many non-scriptable apps.
