Apple events dictionary or documentation?

I opened and noticed that the "Open default mail client" applet that
installs when I load OS8.6 uses this line to launch the mail client:

+event GURLMAIL; with +class errr;

This is an apple even command line or something? I am new to
applescript, so of course would have used a
tell app ... to activate

I can't find documentation on learning this apple event vocabulary
anywhere in the docs. Is there a book I must obtain, or is it in
docs somewhere?
