Robert:

It is very disheartening that Apple has overlooked this obvious annoyance.
What an easy fix it would be for the OS developers. Surely I am not the only
person annoyed by this.

You say that we cannot mute the startup chime. I think this is incorrect.
When I turn the volume to zero manually (apple, control panel, volume) prior
to shutdown, I hear no chime at startup. Perhaps the problem you describe
applies only to a setting of "mute" rather than "zero"?
