http://members.home.net/gweston/download.html> is the utility Wakie-Wakie, which runs stuff from a folder when the machine wakes up. He notes in his documentation that he's tried to make a sleep items folder, but with no success, so I don't think such a thing exists.
There's a commercial version at <
http://www.stclairsoft.com/WakeUpItems/>.
However, since I have the same problem with IE, I'll share my solution.
