New Quark 3.3x spreads

When I script the creation of a new spread in QXP 3.3x on a document with
master elements, the master elements do not carry over to the new spread and
it is blank.
I say:
make new spread at end
set page_nums to (page_nums + 1)
show page page_nums
just that makes a blank page
how do I get it to have a new spread with the master elements on it?
If I say:
make new page at end .....
then I get a page accross instead of down and it has the master elements
I have no problem in QXP 4.1, but I have not access to that where I need
this script to run.
