Scripting Additions Folder: Help!

Sorry to ask such a question but isn't the scripting additions folder
supposed to live in the Extensions folder?
AS 1.3.6 OS 8.6
My Mac has had a nervous breakdown tonight and being new to AS, I'm
thouroughly confused (new machine).
Any help, greatly appreciated.
