set variable to pict file contents? Set file icon to variable?

Maybe the lack of response has to do with how I'm phrasing my question:
Is there a way to
set the icon of item "foo" to (var as PICT)
where
set var to the contents of file "Macintosh HD:Desktop Folder:test.pct"
or something like that?
If someone could point me on the right track (keywords to search for, sites
to look at, etc.) it would be much appreciated.
