You can use Desktop Resetter:

Not a scripting solution, but it works very well. Easily worth the $10
shareware. It will reposition windows, tabs, and icons. It even
repositions the application switcher. I can't recall if it's scriptable
itself, and it's been too long since I used OS 9.
