I'm not sure what you're trying to do. To ungroup items, you move them from
a group to somewhere else.

Your second line is selecting every thing because it's selecting the page
items that make up the groups.

In Illustrator, if you ask for, say, every group item of a document, you
will get a list of every group item, including those that are part of other
groups. But if you ask for every group item of every layer of a document,
you will only get the groups on the layers, not those that are members of
them.

Whether you refer via document or layer depends on whether you want to
flatten the hierarchy or not.
