I have checked and double checked --- but Bob is not a pop-up window....

The usual reason for this error is that you're using Mac OS 9.0 and you've got "always snap to grid" or "keep arranged by..." turned on for the desktop. (See the View Options command in the Finder.) The error message is very misleading.

You have two options: you can either set the icon arrangement to "none", or you can upgrade to Mac OS 9.1, which will let you set the icon position anyway.
