Not really a problem, but a security thing. Apache won't execute files
located willy-nilly around the file systems. It's a matter of putting
copies of what you do want it to be able to run in the proper place.
Although I've "driven" Apache servers for many years, I can't be more
specific, since I haven't yet driven this part...others here do that.
