When did Remote Access Commands get depreciated?

I upgraded my home Mac to 9.1, and had my daily "Get stock quotes" script die.
The command, "PPP Status" from Remote Access Commands started giving the error,
"The Apple Shared Library Manager could not be opened. Make sure it is
installed and try again."

The AppleScript Sourcebook provided me with the solution to this problem, by
pointing out that 9.1 scripts use Network Setup Scripting instead of Remote
Access Commands, so I was able to rewrite my script to use the newer command.

But I'm left with two questions:

When did Remote Access Commands get depreciated? None of the Technotes that
discuss System Update or new AppleScript versions mention it.

Why am I getting this error? I've sidestepped it by changing to Network Setup
Scripting, but I don't see what's wrong with ARA and ASLM. (I've got Shared
Library Manager 2.0.2 and Shared Library Manager PPC 2.0.2 both in place, and
they say they are from the Mac OS 9.1 package.)
