PB G3 Series 400
OS 9.1
AS 1.6
Carbon lib 1.3.1

I can say from personal experience that Carbon lib 1.3.1 does not want
ANY folders in the Scripting Additions folder. If there are any it causes a
hard lock requiring the three finger salute to restart. With Scripter you
get the same results.
Pull the folder/s out and all is well and good. Well, except for all the
other issues associated with Carbon Lib 1.3.1. You can find a discussion of
many of them at macintouch.com if you think that your particular weirdness
may be related.
