Global's not the best term for that - it sounds like what you want is a
floating palette. Unfortunately I've had no personal cause to do this,
but :

"open your application in FaceSpan, and choose "Applet Settings" form the
"Edit" menu. Click the "Floating Windoids" tab, and you'll see that you
can choose which applications your windoids will float on top of. "

This from the "facespan ML archive" but I don't remember where I d/l-ed
it - try a google search. You'll need a copy of FileMaker to use it.
