If you mean that you want your app to "float" over all application processes,
then you can just change the "flot" resource to "****". You can also do this
from with the Applet Settings dialog availble in FaceSpan.

You should note, however, that this functionality has been at least partially
broken since somewhere around Mac OS 8.5.
