Oh yes... it's certainly a bug... and it happens randomly.

Once this happens things never work normally again until Quark has been restarted (maybe even the Mac, I don't recall).

Luckily I found this workaround that has proven 100% reliable over the past years:

tell application "QuarkXPress 4.11"
set myProperties to properties of document 1
set myFilePath to file path of myProperties as string
-- remove as string to obtain the path as an alias
end tell
