setting timezone and NIC in X

Does anyone know where/how timezone and NIC information are kept in X? I need to write a script (applescript, perl, shell) that will set the timezone and turn off all network devices besides airport, but haven't been able to find where those settings are kept. The nic info may be in internetconfig.plist, but I can't make heads or tails of its data, and I cannot locate timezone anywhere. Since timezone doesn't survive a reinstall of X, I'm assuming it's a file somewhere, but when I change it in date/time, sherlock doesn't show any files as being updated. man defaults didn't reveal much useful either.
