TECH: MacOS error and browse the internet

I've got a TiPB connected to a cable modem (OS9.1). On Friday the icon
"Browse the Internet" would launch IE. This Applescript information being
defined in Internet Config.

This morning two items happen:
From within Entourage I cannot fire up IE to look at a link within a
message.
When I attempt to launch "Browse the Internet" I get the message "Mac OS
error" A system error has occurred while executing an internet scripting
command."

I can launch Entourage, I can launch IE, I can execute scripts within
Entourage. I have rebuilt the desktop to no avail.

Any thoughts would be appreciated as I am not sure where to look or
understand why this would happen in the first place.
